Business Improvement District
The BID was created by Spokane City Council in July 1995 and reauthorized in 2001 at the request of the area's business and property owners. The City of Spokane hires the Downtown Spokane Partnership to administer the BID on the City's behalf to deliver enhanced services including cleaning, safety, promotion, and parking in order to make Downtown a more attractive place to visit, shop, and invest.
Comprising approximately 80-blocks of the Central Business District, the BID includes more than 900 business owners and 426 property parcels. Special assessments are collected for the BID to fund activities, programs and management. Property assessments are based on land and improvement values, and businesses are assessed based upon square footage, use and location.
The Treasurer's Office bills and collects the BID special assessments on an annual basis. Payments are due on January 20th or the first business day thereafter. A ratepayer may elect to make payment in equal semi-annual installments, the first due on January 20 and the next due on July 20 or the first business day thereafter. A ten dollar ($10) administrative fee will be charged for semi-annual payments. Interest and penalties will be assessed if payments are not received by the due dates. |
