LIDs

A Local Improvement District (LID) is a method of financing public improvements that provide special benefits to the properties within the LID. Construction is complete and paid for by the City. The City will periodically issue bonds to pay for the cost of the construction. Once bonds are issued, property owners are assessed for the improvements in proportion to the special benefit attributed to each property.

There is a short interest free payment period. This period is after the final assessment amount is determined by Engineering Services and before the bonds are issued. We will notify property owners of the interest free payment period.

All balances remaining, after the interest free payment period, will be billed annually. Most LIDs are billed in 10 annual installments. Payments not received by the due date are delinquent and will be assessed additional interest. In addition, a flat rate penalty of 8.5% of the installment including the additional interest will be added.

Under RCW 35.50, if two installments are delinquent, the City Treasurer may commence with foreclosure of the delinquent installments by proceedings brought in Superior Court of Spokane County.

To form an LID, contact the City of Spokane Engineering Services Department.

  • You have sold your property.
  • You have purchased a property with LID assessments.
  • You would like your annual bill to be mailed to an address other than the property address or address on record.
  • You would like to request a boundary line adjustment on your property.
