City Council President At Large Joe ShoganTerm: 2008 - 2011
Born and raised in the Northwest District, Council President Joe Shogan graduated from Gonzaga University and Gonzaga School of Law. Following combat duty in Vietnam, Joe went on to complete 20 years of Army Reserve service, retiring at the rank of Lt. Colonel. Joe was elected by the Northwest District in 2004 to serve as a Spokane City Council Member. When Mayor Hession was appointed to fill the vacated term of former Mayor James E. West in 2006, Shogan was nominated and subsequently elected by his peers to serve as Council President. In addition to serving as Council President, he maintains a solo law practice. Awards: - Five – time recipient of the Spokane County Bar Association Volunteer Lawyer of the Year Award
