The Relicensing Project
What is this program and what will it do for me? The Relicensing Project, formerly the Restorative Justice Program, is again sponsoring a program for people whose driving privileges are currently Suspended Third Degree, for failing to pay traffic fines in the City of Spokane, County of Spokane and our partners from surrounding jurisdictions. This cooperative program will provide several very important opportunities:
- Opportunity to avoid prosecution and conviction one time on a pending DWLS 3° offenses and related infractions, if any;
- Opportunity for you to help develop a personalized plan to become a licensed and insured driver;
- Opportunity to obtain a significant reduction of the existing monetary obligations preventing a reinstatement of your driving privileges;
- Opportunity to combine your existing Spokane County, Spokane City and participating jurisdiction traffic offense related fine payments into a manageable monthly amount; and
- Opportunity to have the Spokane District, Spokane Municipal and other participating courts release the holds on your driving privileges based upon your successful progress in completing the program.
I am interested, but am I eligible for the program? To be eligible for the program you must meet the following criteria:
- You must resolve, at least, all outstanding warrants, alcohol holds, child support holds and financial responsibility holds to be eligible for the program.
- The suspension of your driving privileges must be in the third degree based upon unpaid fines, whether actually imposed by the court or which resulted from your failure to respond or appear;
- You do not need a pending DWLS Third Degree charge to be eligible for the program. You may, one time, become a program participant with multiple pending DWLS Third Degree charges. However, resolving your pending DWLS Third Degree cases before entering the program will greatly reduce the time it takes to reinstate your license in most cases. You may enter the program only one time with a pending DWLS Third Degree charge(s).
- All fines causing you to be suspended must be in the City and County of Spokane, or one of the other participating jurisdictions. Please call us for a current list of participating jurisdictions.
- You cannot have been convicted of a “sex offense”, “serious violent offense” or a “most serious offense” as they are defined in the Revised Code of Washington.
- Your criminal history cannot demonstrate a pattern of felony, assault, drug and/or weapons charges.
This all sounds good, but what do I have to do to get the benefits offered by this program? Come into our office at 909 W. Mallon (Spokane City Prosecuting Attorneys Office) Monday through Thursday, for an evaluation during our regular business hours of 9:00 a.m. to 11:30 a.m. and 1:00 p.m. to 3:30 p.m. or on Friday 9:00 a.m. to 11:30 a.m. Closed Friday Afternoons. The Relicensing Project is closed on all holidays. You will need to sign in to our log book to be helped. Based on demand for our program, the log book maybe withdrawn before closing time. After an eligibility determination and acceptance, we will rank you into one of three tiers based upon your traffic offense history and then develop an individualized reinstatement plan for you to reinstate your driving privileges. If you accept the plan as developed, one week later you will be required to return to pay a nonrefundable administrative fee of $100. The first month’s fine payments of a minimum of $30 per jurisdiction will begin the following month. You may also be required to attend a driving class costing $40 and/or other no cost living skills classes. As long as you fulfill your obligations under the reinstatement plan, we will request your current DWLS 3° and related infractions, if any, be dismissed and will do everything we can to help you get your driving privileges back. Your success in this program will depend on your active participation. The maximum total length of the program is up to 120 days.
