As the City's CFO, Gavin is responsible for the City’s finance, budget, accounting, purchasing, risk management, and treasurer's functions. He is responsible for closely monitoring the City's revenues and expenditures and ensuring that our government meets financial expectations. He and his team strive to communicate with our citizens on the City's financial goals and strategies and find efficiencies and savings. Gavin also is our liaison with the financial markets.

Background: Gavin was named the City's CFO in 2003. Previously, he was the CFO at North Coast Life for 13 years and also served as the CFO for R.J. Martin Mortgage Co. Earlier, he was with Coopers & Lybrand in Spokane and Price Waterhouse in Seattle. Among other community involvements, he is the former chair and serves on the Friends of the Falls Board; he also is a former chair of the Children's Museum of Spokane board and former president of the KPBX Spokane Public Radio Board.
