As Division Director of Administrative Services, Dorothy is responsible for the City's Management Information Services, City Hall Maintenance, Municipal Court/Probation and the Public Defender's Office.

Background: Dorothy has served as Deputy City Manager, authored the City’s affirmative action program, and has managed employee recruitment and training. She is very involved in the community, currently serving on the Providence Health Care Board, TechNet Board, National Forum for Black Public Administration and the International City Managers Association. Prior to joining the City in 1989, Dorothy was minority affairs counselor at Spokane Falls Community College, financial aid director at Columbia Basin College and a high school teacher. She has a bachelor's degree in secondary education from Tuskegee University, a M.Ed. in Counseling from Washington State University, and attended the National Executive Leadership Institute, including classes at JFK School of Government, Maxwell School of Business at Syracuse University, and the LBJ School of Public Affairs, University of Texas.
