Chris Cavanaugh is responsible for the human resource functions in the City, including labor and employee relations, recruitment, employee development, compensation systems and training. She provides leadership in designing systems and developing policies for organizational effectiveness and employee satisfaction. Chris leads a staff of human resource professionals.

Background: Chris was named Acting Director of Human Resources in early 2007. Chris has been an HR Specialist with the City of Spokane since February of 1999. Most recently she has been assigned to Police, Fire, and the Courts, but Chris has been the HR contact for Public Works and other departments in the past. Prior to joining the City, Chris worked in Human Resources for Spokane County. Chris has a bachelor's in Business with an emphasis in Human Resources from Eastern Washington University.
