The city exceeded the growth of the previous decade. The population had increased by nearly 40,000 people. The total value of building permits was $280,386,635. The construction of new single family homes was up 20 percent. Also, a new comprehensive zoning ordinance was adopted, the Land Use Plan and some other economic development ideas for the riverfront were taken in by the City and a team of local architects and engineers.
