The City of Spokane has released a request for proposals to conduct an Organizational Effectiveness, Efficiency, and Turnaround study. The deadline to submit a proposal is 1 p.m. on Monday, June 26.
“To provide the services our citizens expect and deserve, the City of Spokane must be financially healthy,” says Spokane Mayor Dennis Hession. “We anticipate that this fresh look will reveal news ways of doing business that will allow us to provide the highest level of service within the limitations of our resources.”
The City is seeking a consultant to conduct a comprehensive study of the City’s operations and recommend and facilitate actions to improve the use of City resources. As part of this work, the City would like the consultant to identify ways to address the structural imbalance in the City’s budget. That imbalance results from expenditures growing at a rate about 2.5 percent faster than revenues.
“What the City is looking for are achievable proposals that help Spokane attain the highest service delivery standards in the most cost effective manner, even when new or substantially revised service delivery models are recommended,” the RFP states.
The study and suggested implementation plan is expected to be done between Aug. 1 and Nov. 30 of this year and may include collaboration with the Washington State Auditor’s Office. An informational session for interested consultants will be held on June 13 at 10 a.m. in the City Council Briefing Center in the lower level of City Hall, 808 W. Spokane Falls Blvd.
“We’re excited to get this study under way,” says Gavin Cooley, the City’s Chief Financial Officer. “Improving efficiency and lowering costs are promises we made to the voters as part of the 2006 budget and we look forward to delivering on that commitment.”
