Council Unamiously Approves Appointment of New Division Director for Utilities

Fourth unamious vote for Mayor's new Cabinet-level directors

The Spokane City Council last night unanimously approved a resolution confirming the appointment of Rick Romero as the City’s new Division Director for Utilities. The vote is the fourth Cabinet-level director named by Mayor David Condon to receive unanimous support from the Council this year.

“I want to thank the City Council for supporting efforts to change our organization to provide more effective and efficient City services,” says Mayor Condon. “We are focusing on what we do best, consolidating like services to gain efficiencies, and creating an organization that is more responsive and flexible.”

In addition to Romero, the Council earlier this year approved resolutions confirming:

  • Nancy Isserlis to serve as the City Attorney.
  • Jonathan Mallahan to serve as the Division Director for Community & Neighborhood Services.
  • Jan Quintrall to serve as the Division Director for Business & Developer Services.

By Charter, the Mayor has the authority to appoint the Division and Department heads that serve in his administration, subject to confirmation by the City Council.

Romero had been serving as the City’s Internal Auditor. Most recently, he had been working on a 90-day assessment of the utilities’ current and future budgets to provide quality services and meet regulation requirements while maintaining affordable rates. He was also instrumental in the West Plains annexation, the development of the property-evidence facility, and other projects. Previously, Romero worked at Eastern Washington University for 28 years, the last 10 as Associate Vice President for Business Services.
