Use of Force Commission Releases Draft Report

Citizens have opportunities to comment

The independent Use of Force Commission released its draft report in late December. With its charge of broadly considering the issue of police use of force, the Commission has developed 26 recommendations divided into four topical areas: culture, Spokane Police Department policies and practices, civilian oversight, and city administration.

The report is the result of a nearly year-long process that included nine public meetings, multiple interviews with individuals, on-site visits, consultation with experts, the development of two additional reports by specialized consultants, and significant work to engage citizens in the process.

“After a comprehensive process and review, we are pleased to present our findings to the citizens of the City of Spokane,” says Earl “Marty” Martin, the Commission Chair and Executive Vice President at Gonzaga University. “We believe our recommendations, when implemented, will foster a better relationship between the SPD and the community, and thus, create a safer Spokane for all.”

Before the Commission finalizes its report, it will accept comments on its report from citizens. The Commission will hold two meetings to present its findings and accept comments:
• Wednesday, Jan. 16, from 2 to 4 p.m. in the Council Chambers in the lower level of City Hall, 808 W. Spokane Falls Blvd. This meeting also will be shown live on CityCable 5 and on the City’s website. The meeting also will be replayed on CityCable 5 on Sunday, Jan. 20, at 1 p.m.; Monday, Jan. 21, at 8:30 p.m.; Wednesday, Jan. 23, at 12:30 p.m., and Sunday, Jan. 27 at 9 a.m.
• Wednesday, Jan. 30, from 2 to 4 p.m. at the Northeast Community Center, 4001 N. Cook.

Additionally, citizens may comment. The full report is available on the City’s website. Comments are due by Jan. 30.

Establishment of the Use of Force Commission was announced by Mayor David Condon his first day in office last January. Besides Martin, the Commission includes:

• William D. Hyslop (Vice-Chair), principal in the Lukins & Annis, P.S., law firm.
• Chief Justice (retired) Gerry L. Alexander, Washington State Supreme Court.
• Ivan Bush, Equal Opportunity Officer (retired) for Spokane Public Schools.
• Susan Hammond, RN, (former) Director of Outpatient and Psychology Services at Spokane Mental Health, a Division of Frontier Behavioral Health.
