Mayor, Chief Release New Strategic Plan for Spokane Police Department

Spokane Mayor David Condon and Police Chief Frank Straub today outlined a new direction and plan to guide the future for the Spokane Police Department. The plan creates a more responsive organization designed to reduce crime and enhance community safety.

“Yesterday, the Use of Force Commission released its recommendations, and we are pleased to find consistency between their observations and recommendations and the action items the SPD has recognized itself through a planning process led by the Chief,” says Mayor Condon. “We are ready to move forward to a policing plan that provides solid action, combined with flexibility to incorporate innovation, for the health and safety of Spokane.”

Among other things, the plan includes work to:

  • Prevent and reduce crime.
  • Use data and innovative techniques to work smarter.
  • Promote professionalism, integrity, and accountability in all work.
  • Provide officers and civilian employees with the tools, training, and opportunities to excel.
  • Change the organizational structure to be more responsive, nimble, and effective in reducing crime and building strong community relations.

“We are working to blend the best elements of traditional law enforcement, innovative approaches, and flexible structure to improve the Spokane Police Department, and consequently community safety and neighborhood health,” Chief Straub. “It’s a new day.”

The plan also calls for continued implementation of the recommendations and actions of police reform items advanced by the Mayor and Council, along with implementation of recommendations forwarded by the Use of Force Commission.

The plan requires strong collaboration with the community and a dedication to continuous improvement. The department also is committed to enhancing its internal affairs function and working closely with the Police Ombudsman.

The Chief says success under the new five-year plan would include improved trust and confidence in the police department, lower crime rates and improved public perception of safety within the community, and a more responsive, right-sized organization.

“We are working toward becoming a model of policing in the Pacific Northwest, as well as a model of excellence in the police profession,” says Chief Straub. “We have the ability to make meaningful change that will build on our strengths and shore up our weaknesses.”
