The City of Spokane Community, Housing, and Human Services Department is seeking proposals from social service agencies for two projects:
- Permanent Supportive Housing - Approximately $204,357 through its McKinney-Vento Homeless Assistance Act program to fund the creation of new permanent housing programs within the Spokane Regional Continuum of Care (CoC).
- Spokane Regional CoC Permanent Supportive Housing - Approximately $87,043 is available from a fund for the creation of new permanent supportive housing to serve chronically homeless individuals and families from the reallocation of existing projects with the CoC.
Agencies submitting proposals for these funds should consider the following:
- Funding is limited to serving individuals and families who meet the federal homeless definition.
- Proposals must request funding for permanent supportive housing projects that serve individuals and/or families meeting the above homeless definition.
- Proposals must limit their requests to Leasing, Operations, Case Management, and Administrative line items on their proposed budgets.
- Proposals are limited to one year funding requests.
- Proposals must be within Spokane County.
-
Proposals must meet a 25% match requirement to be considered for funding.
Priority will be given to proposals who can best demonstrate their capacity to create new permanent supportive housing units for chronically homeless individuals and families, with priority given to those with the longest histories of homelessness. Additionally, proposals must demonstrate a distinct correlation with the goals and themes outlined in Opening Doors and local priorities described in The Road Home.
Agencies intending to submit proposals are to notify the Community, Housing and Human Services Department via email no later than Friday, Dec. 28, 2012, at 5 p.m. The Notice of Intent to Apply should include a conceptual overview of the proposed project and funding request. Please submit Intent to Apply notices to George Dahl at gdahl@spokanecity.org.
Proposals are due on or before Monday, Jan. 7, 2013, at 5 p.m. The full request for proposals (RFP) with application information is available on the Community, Housing, and Human Services Department’s website at http://www.spokanechhs.org/.
