Mayor appoints Ochoa to Cabinet

Ochoa to focus on regional parternships, diversity needs

Spokane Mayor David Condon announced today the appointment of Gloria Ochoa as director of local governmental and multicultural affairs, a Cabinet position that will focus on regional partnerships and cultural diversity needs.

Ochoa replaces Gerry Gemmill on the Cabinet. Gemmill recently took over as vice president of finance and administration at Whitworth University. Ochoa starts at the City on Dec. 2.

“This is an important time for the City with many significant conversations underway about better utilizing partnerships with our regional neighbors,” Condon said. “Gloria’s experience in multicultural issues and collaborative approaches is well-respected throughout the state.”

Regional conversations underway include an in-depth evaluation by the Criminal Justice Commission of the opportunities to improve the regional criminal justice system, updating the regional solid waste system model and a revenue sharing arrangement to better plan and manage growth. A new regional animal control partnership with SCRAPS also begins in January.

Ochoa chairs Gov. Inslee’s Commission on Hispanic Affairs. She is a member of the Hispanic Business Professionals Association, Washington State Minority & Justice Commission’s Youth & Law Forum planning committee, Washington Women Lawyers and the Latina/o Bar Association of Washington.

Ochoa served most recently as chief judge for Spokane Tribal Court. Ochoa, an adjunct professor at Gonzaga University School of Law, has experience in various law practice areas; however, her practice focused on criminal law and includes extensive prosecutorial and defense work.
