Chapter 03.01 Administrative and Executive Organization

1. The city clerk performs functions as secretary of the municipal corporation as provided in various state statutes and as provided in the Charter. The city clerk makes a record of and maintains official files of all matters coming before the city council; certifies accounts ordered paid by the council; has custody of and affixes the official seal of the City; prepares under the direction of the council president the agenda of council meetings and processes or coordinates the processing of petitions and appeals; acts as an assistant registrar of electors for Spokane County and coordinates election matters with the county supervisor of elections; publishes the Official Gazette; and is a member of the committee to receive bids.
    
2. The city clerk is a member of the fire pension board and of the police relief and pension board.
    
3. The city clerk acts as the City’s records officer and assists departments with the retention and disposition of the City’s records, in liaison with the state archivist.
    
4. The city clerk is appointed by the mayor, subject to confirmation by the city council and may be removed by the mayor.
