Chapter 04.01 General Administrative Procedures
No member of an agency is to participate in the hearing, consideration or decision on a matter under circumstances of actual or apparent bias or partiality arising from close personal, familial or business relationship with interested parties, or a pecuniary interest that could be directly or indirectly affected by the agency’s decision.
