Spokane Area Workforce Development Council Mission: Lead a dynamic, demand driven workforce system Spokane Area Workforce Development Council (SAWDC): The Workforce Investment Act (WIA) of 1998 requires the creation of a local council to set policy for the portion of the statewide workforce investment system within the local area (Spokane County) and to work with the government to implement the program. The council represents a local public-private partnership. The Spokane Area Workforce Development Council (SAWDC) is currently comprised of 28 members representing various segments of our community:
- Business, large, small, and minority-owned, representing the majority of membership, Organized Labor, Education (K-12 and Post-Secondary), Community Based Organizations, Economic Development, Public Agencies, including Vocational Rehabilitation, Social and Heath Services and the Public Employment Service. The Council also has a complimentary Youth Council. The City and County appoint members jointly. The council has been certified by the Governor.
This Council oversees programs under the Workforce Investment Act (WIA) as a primary mission. It is also evolving into an organization that strives to improve the development of an integrated"workforce development system", which is comprised of numerous partners with a common mission and goal:
- We provide funding to a variety of community agencies to provide direct employment and training services to eligible county residents.
- We participate in and oversee the One-Stop (WorkSource) service delivery systems, and
- We conduct research and planning, leading to a Strategic Plan for workforce development in our area, which compliments the state plan.
The Local Elected Officials and the Spokane Area Workforce Development Council jointly approve program plans, grants, and selection of and allocation of funds to program operators and service providers, and appointment of the Workforce Development Council (WDC) members.
