Civil
The Office of the City Attorney's Civil Division is organized into 8 key units, Administration, Land-use/Real estate, Contracts, Tort Defense, Code Enforcement, Employement, Municipal Law, Utilities/Franchises. These funcions are performed by 10 full-time attorneys and 6 support staff.

Administration Unit
The Civil Division provides counsel and representation to the City's elected and appointed officials. The Administration Unit represents the Mayor's Office, City Council and all department heads on a wide variety of short and long-term legal issues.

Land-use/Real estate
Provide legal council regarding, zoning, planning, growth management, environmental issues, the sale, acquision and lease of public property

Contracts
Responsible for legal services at all stages of contract formulation, implementation and enforcement, including negotiation, drafting and administration. This section develops and administers hundreds of City contracts as well as participates as counsel in complex transactions such as capital projects.

Tort Defense
Primarily engaged in litigation, defending the City in personal injury and property damage cases, which span a full spectrum from minor to major lawsuits.

Code Enforcement
Deals primarily with nuisance abatement, licensing, an permit regulation through the City's Code Enforcement Department.

Employment
With over 2000 City employees, the personnel and labor issues are complex and diverse. In conjunction with the Human Resources, Civil Service departments, the employment section of the civil division is responsible for personnel policy development and labor relations matters.

Municipal Law
Responsible for providing legal advice on a wide variety of local government law such as municipal finance and budgeting, taxation, economic development, and charter issues, legislation drafting, public disclosure and inter/intro-governmental relations.

Utilities/Franchises
Provide legal services concerning the City's utilities and City granted franchises, specializing in the unique legal needs such as rate making, franchise negotiations and complex state and federal utility regulations.

Prosecutor
The Office of the Spokane City Prosecuting Attorney is organized into five key units, Administration, Core Prosecution, Domestic Violence, Community Re-licensing and Appellate.
