Father's Day was founded by Mrs. John Bruce Dodd in Spokane. It was made a national holiday in 1916 by President Woodrow Wilson. With a population of around 90,000 the city was growing rapidly. The City changed from a ward system to a commission system of government. Five commissioners were elected. One of the five was also elected to be Mayor. Each commissioner was in charge of one of the following: Finances, Public Works, Public Safety, Public Health, and Public Utilities. |
