City Council releases legal analysis of initiatives

Members of the Spokane City Council today released the legal analysis of the proposed citizen initiatives conducted independently by the City Attorney’s Office and a private law firm.

The City Council asked for separate legal reviews of the initiatives brought by Spokane Moves to Amend, which seeks to amend the Spokane Municipal Code to add a “Voter Bill of Rights,” and Envision Spokane’s “Community Bill of Rights.” The City Council sought legal guidance on the constitutional validity of the proposed initiatives.

“We want to provide the public with the same information we have been provided on the proposed initiatives,” council members Ben Stuckart, Mike Allen, Steve Salvatori, Nancy McLaughlin and Mike Fagan said jointly in releasing the legal analysis.

K&L Gates recently completed its outside review of the proposed initiatives last week. The City Attorney’s Office conducted an initial legal review in late April.
